26 Aug: travel blogs mixed Mexicali with Arizona border towns and “satellite” Algodones framing. That is SERP spill, not a new Embassy alert for Tijuana or Molar City.
28 Aug PM (press): U.S. government travel/operations suspension for Mexicali reported lifted. Calexico kept running. That is not “tourist Baja reopened” and not a statement about Andrade. Prefer travel.state.gov Mexico over secondhand Level 3 recaps.
